Ecuador: National Climate Change Adaptation Plan 2023–2027 (NAP)

Ecuador's National Climate Change Adaptation Plan 2023–2027 (NAP), developed by the Ministry of Environment, Water and Ecological Transition (MAATE), approved by the Interinstitutional Committee on Climate Change through Resolution No. 001-2023-CICC and formally issued through Ministerial Agreement No. MAATE-2023-029 of April 12, 2023, is the country's principal national planning instrument for integrating climate change adaptation into development policies and processes. Its objective is to mainstream adaptation into national, local and sectoral planning while identifying and reducing current and future climate risks affecting vulnerable social, economic and environmental systems. The plan addresses six priority sectors: natural heritage; water resources; health; human settlements; productive and strategic sectors; and food sovereignty, agriculture, livestock, aquaculture and fisheries. It establishes adaptation measures and targets, climate risk assessments, interinstitutional coordination mechanisms, capacity-building actions, access to climate information, and monitoring, evaluation and updating procedures. It incorporates gender-responsive approaches, participation and the inclusion of priority population groups. Its implementation aims to strengthen the resilience of territories, productive systems and vulnerable populations to the adverse effects of climate change during 2023–2027.
