Plan to Address the Effects of the El Niño–Southern Oscillation (ENSO) in Ecuador 2023–2024

The Plan to Address the Effects of the El Niño–Southern Oscillation (ENSO) establishes Ecuador's strategic framework for prevention, mitigation, preparedness, response and reconstruction in the face of ENSO-related impacts. It defines risk scenarios, alert levels, operational phases and coordination mechanisms among the institutions of the National Decentralized Risk Management System. Its strategic lines include protecting the population, maintaining basic and strategic services, ensuring early warning systems and food security, strengthening logistics for affected populations, securing emergency financing and coordinating national and international technical assistance.
