Description
The 2002–2006 National Development Plan “Toward a Community State” establishes the strategic priorities of the Government of Colombia for the 2002–2006 period. It is structured around four main objectives: strengthening democratic security, promoting sustainable economic growth and employment, building social equity, and increasing state transparency and efficiency. In the rural and agricultural sectors, it includes measures aimed at improving competitiveness, expanding market access, developing productive infrastructure and services, supporting rural producers, promoting agricultural enterprises and agribusiness, and improving the economic and social conditions of rural populations.

Building Rural Entrepreneurial Capacities Programme: Trust and Opportunity
Rural development programme aimed at improving living conditions, income and employment for some 50,000 rural households living in extreme poverty across 17 departments of Colombia, in post-conflict rural areas. It seeks to increase food security, strengthen human and social capital, expand households' physical and financial assets, validate solutions for rural youth, and promote knowledge management and scaled-up innovations in territorial entities that invest in rural development.
Second Rural Productive Partnerships Project - Colombia
The project strengthened productive alliances between smallholder rural producer organizations and private agribusiness buyers through subproject financing combining technical assistance, productive asset investment, and business development training to improve market access. Its objective was to increase rural competitiveness and agricultural entrepreneurship in poor rural communities through a demand-driven scheme anchored in private sector engagement. The project incorporated explicit inclusion mechanisms targeting women, indigenous communities, and Afro-Colombians within agricultural value chains.
