The Covenant along with the Plan constitute the foundation of the regional strategy aimed at improving the quality of life for young people, and it has been approved by the Heads of State and Government within the framework of the XXV Ibero-American Summit, marking an unprecedented event in the 25 years of the Ibero-American system's existence.
