Decree no. 170. Article 1.- Agrarian reform is an integral process and an instrument of transformation of the agrarian structure of the country, aimed at replacing extensive and limited landholdings with a system of land ownership, tenure and exploitation that guarantees social justice in the countryside and increases the production and productivity of the agricultural sector.
