Description

The updated PNVAH, with a horizon to the year 2032, proposed as a guiding and articulating instrument for the sectors interventions to achieve impacts that increase the access of families in conditions of poverty to decent, safe and healthy housing. Halting and reducing the housing deficit is a State issue, which needs to articulate the sector, develop the mechanisms to implement the Housing Law 09-2012 and other instruments such as the National Development Plan, the Strategic Country Results and the Sustainable Development Goals. In order to expedite interventions in basic services and equipment that can improve the quality of life of the population, it is necessary to implement the PNVAH that can include the participation of municipalities and decentralization processes. In addition, elements of environmental management and risk management, integrating the conception of habitat into the policy approaches. From a technical perspective, the housing deficit, mainly qualitative, requires comprehensive interventions that can look beyond infrastructure and give way to the analysis of territories, cities, neighborhoods and any urban or rural population center.
