Law 144 of the Agricultural Community Productive Revolution in Bolivia

Description

The purpose of the law is to achieve food sovereignty with conditions of safety and quality to improve the quality of life of Bolivians. The policies of the Agricultural Community Productive Revolution cover various aspects. Firstly, it focuses on strengthening the productive base, promoting local and ancestral practices for the comprehensive management of soil and water, the recovery of soil fertility and the conservation of biodiversity. The conservation of areas for production is also contemplated, regulating the use of land to protect areas suitable for agricultural production and avoiding urban expansion in these productive areas. In addition, the protection of natural genetic resources is included through the conservation of the country's genetic heritage and the control of the introduction of genetically modified seeds. Production is encouraged, improving the performance of traditional, organic and ecological production, and the industrialization and transformation of agricultural products is promoted. Likewise, collection and reserve systems are implemented to guarantee the availability of food in case of contingencies. The law regulates equitable marketing and exchange, protecting national production and promoting local markets. National consumption is also promoted through nutritional education and encouraging the consumption of local and culturally appropriate products. Research, innovation and ancestral knowledge are encouraged, promoting agricultural innovation and the recovery of ancestral knowledge. Agricultural health and food safety are prioritized, through the prevention and control of diseases and the quality assurance of agricultural products. Finally, risk management and attention to food emergencies are contemplated, through monitoring, prevention and attention to emergencies that affect food production. A key policy of the law is the creation of the Universal Agrarian Insurance "Pachamama". This insurance has the purpose of protecting agricultural production against damage caused by adverse climatic phenomena and natural disasters. Beneficiaries include indigenous, intercultural and Afro-Bolivian communities and families, as well as other agricultural producers.
