Emergency Decree No. 013-2022 – Extraordinary Measures for the Procurement and Distribution of Urea during the 2022–2023 Agricultural Season

Emergency Decree No. 013-2022 established extraordinary and urgent measures to facilitate and secure the supply of nitrogen fertilizer urea at the beginning of Peru's 2022–2023 agricultural season. The decree authorized the Ministry of Agrarian Development and Irrigation, through AGRO RURAL, to procure urea on the international market and distribute it to eligible producer organizations and individual farmers, primarily those operating agricultural holdings of up to five hectares and registered in the Agricultural Producers Registry. The measure sought to mitigate fertilizer shortages and high international prices, sustain agricultural production and support food security.
