CONPES 3975: National Policy for Digital Transformation and Artificial Intelligence

Colombia has been moving towards this transformation for several years with the implementation of various policies in this area, however, there is evidence that these efforts have been insufficient. The pace of transformation has been slow compared to the rest of the world, as evidenced by the loss of positions in international indicators such as the E-Government Development Index (from 31st in 2010 to 61st in 2018) and the Digital Competitiveness Index (from 49th in 2014 to 58th in 2019). The objective of the national government is to overcome this problem, therefore, the National Development Plan (PND) 2018-2022 Pact for Colombia, Pact for Equity states that digital technologies should be understood as enabling for adding value to the economy, generating new businesses and as a gateway to Industry 4.0. For its part, Pact VII, Pact for the digital transformation of Colombia: Government, businesses and households connected to the knowledge era, proposes a new analytical framework and strategies for the country to move towards a digital society and Industry 4.0. This new framework entails several challenges, which will be addressed through the formulation of this public policy. This CONPES document, National Policy for Digital Transformation and Artificial Intelligence, sets out the conditions to boost the generation of social and economic value in Colombia through the strategic use of digital technologies in a broad manner, involving the public and private sectors with an emphasis on the use of ICTs as tools to boost productivity and promote the well-being of citizens, who are the beneficiaries and consumers of the goods and services that are produced. It also seeks to create the necessary conditions for the promotion of AI as one of the most important accelerators of this process at present, without ignoring the potential of other digital technologies. All of the above with the aim of taking advantage of the opportunities and facing the challenges related to the 4RI.
