CONPES 3983: Spatial development policy: Enabling conditions for boosting national competitiveness.

Description

The objective of this CONPES document is to propose a public policy that generates the enabling conditions for the country to exploit the space sector to improve productivity, diversification and sophistication of the Colombian productive apparatus, in line with CONPES Document 3983 National Policy for Productive Development. The strategies for the development of the policy are: firstly, to identify and lay the foundations for building a long-term vision of the space sector in Colombia, by characterising the country's scientific and technological capabilities, understanding the market for satellite goods and services, and implementing a strategy to promote education, knowledge and scientific curiosity in space issues. Secondly, to build the conditions to dimension and solve the entry barriers to private initiative by identifying the potential for innovation, entrepreneurship and technological knowledge, building a strategy to close the capacity gaps in innovation, entrepreneurship and knowledge and technology transfer, as well as boosting the demand for space goods and services by the public and private sector. Finally, establishing a governance framework that promotes articulation between actors and bodies, primarily through the Colombia Space Commission (CCE), defining strategic lines for the development of the sector and establishing an international cooperation agenda, as well as adapting the country's regulatory framework.
