Peru: Ministerial Resolution No. 0604-2015-MINAGRI - Guidelines of the National Strategy for the Promotion and Management of Rural Talents for Family Farming through 2021 (National School of Rural Talents)

The Guidelines of the National Strategy for the Promotion and Management of Rural Talents for Family Farming through 2021, known as the National School of Rural Talents, seek to expand and strengthen rural extension, technical assistance and training services suited to the needs of family farmers, consolidating a rural extension model based on rural talents within the National Agricultural Innovation System (SNIA). The Strategy is organized around four guidelines: development of a platform for extension, technical assistance and rural training services; strengthening the capacities and competencies of rural talents; promoting rural talents as providers of these services; and strengthening national, regional and local institutions for their promotion and management. It includes registration and certification of rural talents, territorial networks, coordination among public and private entities, training, research and technological updating, as well as monitoring and evaluation mechanisms. Expected results include increasing family farmers access to extension, technical assistance and training services, increasing the participation of rural talents in programs and projects, and strengthening institutional coordination mechanisms.
