Colombia: National Irrigation and Drainage Plan for the Peasant, Family and Community Economy (PNRECFC) – Resolution No. 91 of 2020

National plan adopted through Resolution No. 91 of 2020 of Colombia's Ministry of Agriculture and Rural Development in implementation of section 1.3.1.2 of the Final Peace Agreement on irrigation infrastructure. The Plan seeks to increase agricultural productivity and promote comprehensive rural development in areas characterized by Peasant, Family and Community Agriculture through the provision of irrigation, drainage and flood-control infrastructure. Implementation prioritizes territories with irrigation potential, the presence of peasant, family and community agriculture and municipalities covered by Territorial Development Programs (PDET). Measures include on-farm irrigation solutions, construction, rehabilitation and maintenance of small-scale irrigation districts, support for producer organization, technical assistance, adoption of appropriate technologies and promotion of efficient and sustainable water and soil management practices. The Plan incorporates a differentiated approach for rural women, rural youth, ethnic communities and victims of armed conflict, as well as measures to reduce vulnerability to climate-related risks. Implementation is led primarily by the Ministry of Agriculture and Rural Development and the Rural Development Agency, with monitoring through the Integrated Post-Conflict Information System (SIIPO). The Plan has an indicative eleven-year implementation horizon through 2031.
