Colombia: Law 2069 of 2020 – Entrepreneurship Law

National law establishing a regulatory framework to promote entrepreneurship and the growth, consolidation and sustainability of businesses in Colombia, with the objective of increasing social welfare and equity through a regionalized approach. The law includes regulatory simplification measures for micro, small and medium-sized enterprises, financing and seed-capital instruments, support mechanisms for innovative ventures, measures to improve access by MSMEs and women-owned businesses to public procurement, business-capacity strengthening, entrepreneurship and innovation training, and the reorganization of public entrepreneurship instruments around iNNpulsa Colombia. For the agricultural and rural sector, the law requires coordination between iNNpulsa Colombia and FINAGRO to develop entrepreneurship, business innovation, financial education, technology adoption, formalization, business strengthening and financing programs, prioritizing small producers, young people, rural women and victims of violence.
