Peru: Law No. 28054, Law for the Promotion of the Biofuels Market

National law establishing the general framework for promoting the development of Peru's biofuels market through free competition and open access to economic activity. The law seeks to diversify the fuel market, foster agricultural and agro-industrial development, generate employment, reduce environmental pollution and promote productive alternatives linked to alternative development programs. Its main measures include strengthening scientific and technological research, developing specialized human resources, supporting experimental projects and technology transfer, encouraging private participation in biofuel production and commercialization, and creating the Biofuels Use Promotion Program (PROBIOCOM). The law also provides for the establishment of conditions and blending requirements for ethanol and biodiesel and promotes biofuel projects in areas linked to alternative development programs. Law No. 28054 was amended in 2025 by Law No. 32276, which updated the definition of biofuels, incorporated environmental and social sustainability criteria and strengthened provisions aimed at biofuel production, commercialization and consumption.
