Bolivia: Law No. 1098 on Plant-Based Additives

National law establishing the regulatory framework for the production, storage, transport, commercialization and blending of plant-based additives with gasoline, diesel and other fossil fuels in Bolivia. The law seeks to gradually substitute imported inputs, additives and diesel through the development of anhydrous ethanol, biodiesel and other additives derived from plant products, by-products, residues and waste, while safeguarding food and energy security and sovereignty. It promotes the sustainable expansion of domestic feedstock production, stronger productive capacities among small and medium-sized agricultural producers, higher crop yields and rehabilitation of degraded land, domestic food-supply safeguards, technical regulation of blending percentages and fuel specifications, preferential purchases by YPFB of domestically produced additives, and specific tax treatment for anhydrous ethanol. Implementation has subsequently been developed through supreme decrees, ministerial resolutions and technical regulations issued by the National Hydrocarbons Agency.
