Peru: Guidelines for the Second Agrarian Reform – Supreme Decree No. 022-2021-MIDAGRI

National strategic framework approved through Supreme Decree No. 022-2021-MIDAGRI to guide Peru's so-called Second Agrarian Reform. Its objective is to sustainably increase the income and quality of life of family, cooperative, communal and commercial agricultural producers through coordinated action by the national, regional and local governments under territorial and multisectoral approaches. The framework establishes five policy guidelines covering stronger agricultural and rural governance; expanded markets and food security; agricultural industrialization and productive transformation; water security and irrigation infrastructure; and technological innovation, agricultural services and agricultural and forestry development. Priority actions include public procurement from family farmers, producer markets, business plans and value addition, irrigation infrastructure, agricultural extension and technical assistance, training, producer organization and cooperatives, agricultural credit, land titling, support for rural women, strengthening of rural and Indigenous communities, livestock restocking, sustainable forestry and seed development.
