Peru: National Environmental Policy to 2030 – Supreme Decree No. 023-2021-MINAM

Peru's national environmental policy approved through Supreme Decree No. 023-2021-MINAM, establishing a national, multisectoral and decentralized strategic framework to guide environmental management through 2030. The policy addresses the decline in ecosystem goods and services affecting human development and environmental sustainability as its central public problem. It establishes nine priority objectives focused on conserving biodiversity and genetic diversity; reducing deforestation and ecosystem degradation; reducing air, water and soil pollution; improving solid-waste management; strengthening climate-change adaptation; improving environmental governance with a territorial approach; enhancing the environmental performance of production and consumption chains through circular-economy approaches; reducing greenhouse-gas emissions; and improving environmental behaviour among citizens. Implementation involves public entities across different levels of government and is coordinated through Peru's National Strategic Planning System.
