This framework places IFAD in a changing global context and clearly sets out how IFAD will contribute to achieving the goals of the 2030 Agenda for Sustainable Development (2030 Agenda). IFAD has historically employed Community Driven Development (CDD) in a number of projects around the world, particularly in Latin America, with the intention of promoting community ownership of development planning while reducing poverty and promoting sustainable development. Using this framework, community organizing is not simply a means to an end, but also its own valuable goal to facilitate the empowerment of marginalized communities through its own actions. The ultimate goal was to increase the capacity of historically marginalized rural residents to thrive sustainably in a drought-prone environment, while allowing communities to articulate their needs and engage with local governments and economic systems. As part of its larger portfolio in northeastern Brazil, IFAD supported the Brazilian government and the state of Bahia to implement people of value (GDV) between 2007 and 2013.
