Peru: Restructuring of the AGROPERÚ Fund – Supreme Decree No. 001-2025-MIDAGRI

Supreme Decree restructuring the AGROPERÚ Fund and aligning its operations with the current legal framework to improve organized small agricultural producers' access to financial and productive support services. The regulation establishes direct financing, credit-risk guarantees, agricultural extension services and the promotion of agricultural insurance implemented through FOGASA as the Fund's main mechanisms. It also defines eligibility requirements for agricultural, livestock and forestry producers and their organizations; establishes debt rescheduling and refinancing mechanisms; incorporates COFIDE into the administration of credit guarantees; and regulates the Fund's governance, monitoring and transparency. Resources are directed toward financial inclusion and reintegration, business continuity, productive reconversion, and improvements in the productivity, sustainability and competitiveness of prioritized value chains.
