Peru: Law No. 29852 which creates the Hydrocarbon Energy Security System and the Energy Social Inclusion Fund (FISE).

Fecha de inicio: 13/04/2021
Fecha de fin: N/A

Description

The Energy Social Inclusion Fund (FISE) was created as a system to compensate energy costs, with the objective of strengthening the security of the national electricity system and guaranteeing universal access to energy for the most vulnerable population. This fund also acts as a social compensation mechanism, seeking to reduce gaps in access to energy services. Among its main lines of action is the massification of the use of natural gas, both in residential and vehicular areas, in accordance with the Universal Energy Access Plan approved by the Ministry of Energy and Mines. This plan prioritizes low-income populations and those regions that do not receive benefits from the energy canon. Likewise, the FISE contemplates compensations for the development of new supplies in energy frontier areas, through technologies such as solar panels, biodigesters and photovoltaic systems, focusing especially on vulnerable communities. The fund also promotes access to Liquefied Petroleum Gas (LPG) for vulnerable sectors, both in urban and rural areas, through support and subsidy schemes. In addition, it includes compensation to electricity distribution companies, allowing the application of differentiated residential electricity tariffs, in accordance with current legislation.
