Mandatory Blending Mandate. In 2021, Colombian palm oil-based biodiesel production is estimated to increase 21 percent to 690 million liters due to an increased biodiesel blend mandate. On April 9, 2021, the Colombian government issued a resolution to increase the biodiesel blend mandate from B10 to B12 in most of the country. The stated justification in the resolution is that Colombia’s biodiesel capacity allows to increase blend mandate. Biodiesel production and diesel consumption data suggests that the average biodiesel blend in Colombia will reach a record 11 percent in 2021.
