Description

The Regulation of the Law on Mitigation and Adaptation to Climate Change and Sustainable Development for the Federal District was published in the Official Gazette of the Federal District on October 19, 2012. The regulation aims to establish the necessary provisions for the application of the law, which seeks to set public policies that promote the mitigation of greenhouse gases, adaptation to climate change, and contribute to sustainable development. The regulation sets out the following key elements: Establishment of the Interinstitutional Climate Change Commission of the Federal District, which is a permanent interinstitutional body for coordination, assessment, measurement, verification, and review of the Climate Action Program; Establishment of a monitoring and evaluation system for climate change, with the goal of tracking the evolution of climate change impacts and the effectiveness of mitigation and adaptation measures; Definition of instruments for climate change mitigation and adaptation, which are the tools used to reduce greenhouse gas emissions and enhance the capacity to adapt to climate change effects; Regarding mitigation, the regulation outlines the following instruments; Energy efficiency: Measures to reduce energy consumption; Use of renewable energies: Measures to increase the use of energy sources that do not produce greenhouse gases; Deforestation reduction: Measures to protect forests, which act as carbon sinks; Waste management: Measures to reduce waste generation, which can emit greenhouse gases during decomposition. For adaptation, the regulation establishes the following instruments: Adaptation plans: Plans identifying climate change risks and vulnerabilities and establishing measures to reduce them; Resilient infrastructure: Infrastructure designed to withstand the effects of climate change; Education and awareness: Measures to inform the population about climate change and adaptation measures. The regulation is an important document that provides a framework for implementing the Law on Mitigation and Adaptation to Climate Change and Sustainable Development for the Federal District. The effective implementation of this regulation can help Mexico City address the impacts of climate change and promote sustainable development. One of the key aspects of the regulation is the role of the Interinstitutional Climate Change Commission of the Federal District, which is responsible for coordinating climate change policy implementation in Mexico City.
