SHARED DIALOGUES: Digital transformation and digital rights

Within the Spanish Presidency of the Consejo de la Unión Europea (UE), the Agencia Española de Cooperación Internacional para el Desarrollo (AECID) intends to contribute to the EU-LAC interregional dialogue from the field of international cooperation. For this, it wants to promote spaces for reflection on the prioritized issues in the different agendas and to value the contribution of Latin America and the Caribbean (LAC) to the central debates as an input to the dialogue with the EU. In the context of digital transformation and digital rights, the dialogue seeks to work on the digital inclusion of citizens to alleviate the current digital divide. At the same time, it includes the social dimension and respect for citizens' digital rights, advancing the development and consolidation of legislation and Digital Charters where responsible digital ethics has a place of reference. The base document for the discussion is the Charter of Principles and Environments of digital rights (Ibero-American Space). In addition, the EU-CELAC Meeting of Ministers in November 2022 welcomed the creation of a Digital Alliance, which aims to promote a digital transformation centered on people with values that pursues social inclusion, as expressed in the Global Initiative EU gateway. The discussion will take place at the Centro de Formación de la Cooperacion Española en Santa Cruz de la Sierra, Bolivia.
