In 2023, the average per capita availability of aquatic foods in Latin America was 10.1 kg. (Food and Agriculture Organization, 2026).

After a sharp decline linked to the 2023 El Niño phenomenon, the anchovy (Engraulis ringens) recovered remarkably in 2024, with catches increasing by almost 65%, from 3.5 million tons to 5.7 million tons. (Food and Agriculture Organization, 2026).

The project finances the company's investment plan to develop 562 additional hectares of agricultural plantations, modernize its industrial processes, and partially refinance its bank debt. It responds to the sustained growth of Peruvian agricultural exports to the United States and the European Union, whose expansion is constrained by raw material supply. It aims to expand production and improve quality to compete in new markets, including Asia.

The project supports the establishment and consolidation of the National Agricultural Innovation System by strengthening the institutional capacity of the lead public agency, building decentralized innovation networks with public and private stakeholders, and administering competitive grant funds for subprojects in strategic research, adaptive research, agricultural extension, seed enterprise development, and capacity building. It includes a national and international scholarship program for researchers and extension professionals, as well as the design of a monitoring and evaluation system for the agricultural innovation system. Its objective is to create the conditions for member organizations of the national innovation system to improve their effectiveness in developing and delivering improved agricultural technologies to rural producers.

The project strengthened productive alliances between smallholder rural producer organizations and private agribusiness buyers through subproject financing combining technical assistance, productive asset investment, and business development training to improve market access. Its objective was to increase rural competitiveness and agricultural entrepreneurship in poor rural communities through a demand-driven scheme anchored in private sector engagement. The project incorporated explicit inclusion mechanisms targeting women, indigenous communities, and Afro-Colombians within agricultural value chains.
