Sustainable Land Management in the Artibonite River Transboundary Basin.
This agro-environmental project focused on combating severe land degradation and deforestation within the Artibonite River basin. By implementing agroforestry systems and soil conservation techniques (such as terracing and live barriers), the project successfully restored the land's productive capacity. The initiative integrated reforestation with food production, strengthening local governance through watershed committees and farmer field schools. This approach ensured that ecosystem protection generated direct economic benefits for rural communities while enhancing climate resilience.
Support to Sustainable Rural and Agricultural Development
This initiative is a Technical Cooperation (HA-T1341) in Haiti to support sustainable rural and agricultural development, focusing on strengthening implementation of the PAPAIR operation (HA-J0002) and identifying new investment opportunities to improve productivity, food security, and climate resilience in the country’s northern region. The TC responds to delays and limited operational capacity within MARNDR to implement PAPAIR (low disbursement rate and challenges in procurement, operational management, and planning), compounded by political, institutional, and security instability. Its specific objectives are to: (i) strengthen the Ministry’s capacity to implement PAPAIR, (ii) extract lessons learned from past and ongoing operations (including incentive mechanisms, subsidies, and technical assistance instruments, as well as private-sector experiences), and (iii) support the design of new strategies and investments (including sustainable value chains and a feasibility study for rehabilitating irrigation infrastructure). The TC is structured into three components: implementation support to PAPAIR through consultancies (procurement/contract management, rural infrastructure, M&E, gender and diversity), lessons learned, and identification/design of new strategies and investments; with outputs shared with public authorities, private-sector actors, and development partners. It will be executed by the IDB at the request of the Government of Haiti, in close coordination with MARNDR (monthly meetings and a designated focal point), funded by OC-SDP resources from W1D and W2A/W2B windows totaling US$300,000 over 24 months, starting on September 1, 2025.
Resilient productive landscapes II Haiti
The development objective is to improve agricultural productivity, strengthen the resilience of the agri-food system and improve the management of associated natural resources in selected landscapes.

National Disaster Risk Management
The Sendai Framework for Disaster Risk Reduction, adopted in March 2015 by the United Nations World Conference on Disaster Risk Reduction, set new goals and targets in this area. Other reference documents have framed disaster risk reduction and the fight against climate change, including the 2030 Agenda for Sustainable Development. It is in the wake of these new realities that the Haitian Government has decided to revise the National Disaster Risk Management Plan, integrating the issue of climate change and human security.
Bi-Regional EU–CELAC Declaration Pact on Care
The Bi-Regional EU–CELAC Declaration Pact on Care (2025), adopted during the IV EU–CELAC Summit held in Santa Marta, Colombia, reaffirms the joint commitment to promote a care agenda focused on gender equality, social inclusion, and decent work. This policy framework strengthens cooperation between Europe, Latin America, and the Caribbean to recognize, redistribute, and reduce care gaps by reinforcing national systems, training caregivers, and investing in social infrastructure. It forms part of the Joint EU–CELAC Declaration and will be accompanied by a 2025–2027 Roadmap currently under development.
National Action plan for Agriculture GHG Inventory Improvement Haiti 2022
This plan aims to strengthen Haiti's capacity to improve its agricultural greenhouse gas (GHG) inventory. The document reviews the country's institutional and technical situation, characterized by the absence of formal data collection arrangements, reliance on incomplete FAOSTAT information and outdated agricultural censuses (the last one in 2009), and the lack of a central filing system. Currently, agricultural emissions come mainly from enteric fermentation (52%), soils managed with fertilizers, and rice production. The plan proposes establishing a robust Monitoring, Reporting, and Verification (MRV) system, create an inventory unit within the Ministry of Agriculture, Natural Resources, and Rural Development (MARNDR), train personnel in IPCC 2006 methodologies, implement Quality Assurance and Quality Control (QA/QC) protocols, and ensure the continuity of the process through manuals, guidelines, and institutional agreements.
