Program aimed at strengthening agro-productive private sector development in OECS member countries through technological and business innovation as a driver of competitiveness. It supports capacity building across local agrifood value chains, market access, and productive diversification, contributing to the resilience of food production systems against the structural vulnerabilities of the Eastern Caribbean.
Achieving rapid decarbonisation of the energy sector in Saint Kitts and Nevis
The project aims to accelerate the transition to 100% renewable electricity generation and high energy efficiency in public buildings in Saint Kitts and Nevis. To achieve this goal, the project includes several components, actions and expected outcomes. The first component focuses on policy and institutional arrangements to decarbonize the electricity sector and improve the energy efficiency of public buildings. Technical assistance will be provided to develop a policy and regulatory framework, including the development of a revised national energy policy and a roadmap for its implementation. A Federal Energy Commission will also be established to coordinate the transition to renewable energy and specific legislation on energy efficiency will be developed. In addition, knowledge management and monitoring systems will be implemented and the technical and regulatory capacity of the government and other key actors will be increased. The second component of the project is the demonstration of energy-efficient buildings and grid-integrated renewable electricity generation, as well as innovative scaling-up models. This will involve investments in the implementation of renewable energy and energy efficiency projects in public buildings, as well as awareness and education campaigns to increase technical, economic, social and environmental awareness of these technologies. The third component seeks to expand financing to achieve the 100% renewable energy goal and energy efficiency measures. Technical assistance will be provided to mobilize investments aligned with national energy policy, innovative utility service models will be developed, and a financing window will be created to accelerate the necessary investments. Work will also be done to increase the capacity of government officials and other actors in the evaluation and structuring of viable financial proposals.
St. Kitts and Nevis Climate Smart Agriculture Project
The project aims to improve climate-smart agriculture in Saint Kitts and Nevis, focusing on adaptation and mitigation to climate change and sustainable development. This climate resilient development project for agriculture seeks to exploit synergies and reduce conflicts between these actions, facilitating adaptation through the expansion and improvement of community and farm water storage facilities, the adoption and scaling of infrastructure and climate-resilient superstructure, as well as smart agricultural technologies in terms of water use and energy efficiency. Mitigation will be pursued through the integration of low-carbon technologies and practices, while sustainable development will be promoted by addressing gaps in enabling policies, plans and institutional framework, and strengthening capacities and inter-institutional collaboration for adaptation and mitigation at fiscal, institutional, regulatory, community and agricultural levels. The project also promotes a comprehensive approach to mainstreaming climate change considerations into national food security, and seeks to empower women, youth and other vulnerable and disadvantaged groups by increasing access to climate-resilient inputs, training and support services. information. It also stimulates the adoption of new and innovative climate risk management tools, such as index insurance, and catalyzes greater participation and investment by private lending institutions and farmers in the resilience of the agricultural sector through a Grant Fund Joint Partnerships for Climate Smart Agriculture (CSA).

St Kitts and Nevis Agricultural Transformation and Growth Strategy 2022-2031
The necessity of an agricultural transformation and growth strategy (ATGS) is recognized by the government. The Prime Minister, Dr Timothy Harris, in his Annual Fiscal Statements and Budgetary Proposals for 2022 reiterated the government’s goal “to produce more of what we consume and commitment to make strides to achieve SDGs 2 – zero hunger – and SDG 12 – responsible consumption and production” This need was equally repeated by stakeholders consulted in the course of developing this strategy (i.e. farmers, fishers, MSME entrepreneurs, representatives of financial, civil society and research and training institutions and regional partners).
Bi-Regional EU–CELAC Declaration Pact on Care
The Bi-Regional EU–CELAC Declaration Pact on Care (2025), adopted during the IV EU–CELAC Summit held in Santa Marta, Colombia, reaffirms the joint commitment to promote a care agenda focused on gender equality, social inclusion, and decent work. This policy framework strengthens cooperation between Europe, Latin America, and the Caribbean to recognize, redistribute, and reduce care gaps by reinforcing national systems, training caregivers, and investing in social infrastructure. It forms part of the Joint EU–CELAC Declaration and will be accompanied by a 2025–2027 Roadmap currently under development.
Plant Protection Act, 2024 Saint Christopher and Nevis
An Act to prevent the entry, establishment and spread of plant pests; to protect plant resources; to facilitate the safe movement of plants and plant products into and within Saint Christopher and Nevis; and to regulate related phytosanitary matters. The Act establishes the National Plant Protection Organisation (NPPO), defines inspection and quarantine procedures, provides for import/export certification, emergency pest control mechanisms, and harmonisation with international standards such as the IPPC and SPS Agreement.
