Support to Sustainable Rural and Agricultural Development
This initiative is a Technical Cooperation (HA-T1341) in Haiti to support sustainable rural and agricultural development, focusing on strengthening implementation of the PAPAIR operation (HA-J0002) and identifying new investment opportunities to improve productivity, food security, and climate resilience in the country’s northern region. The TC responds to delays and limited operational capacity within MARNDR to implement PAPAIR (low disbursement rate and challenges in procurement, operational management, and planning), compounded by political, institutional, and security instability. Its specific objectives are to: (i) strengthen the Ministry’s capacity to implement PAPAIR, (ii) extract lessons learned from past and ongoing operations (including incentive mechanisms, subsidies, and technical assistance instruments, as well as private-sector experiences), and (iii) support the design of new strategies and investments (including sustainable value chains and a feasibility study for rehabilitating irrigation infrastructure). The TC is structured into three components: implementation support to PAPAIR through consultancies (procurement/contract management, rural infrastructure, M&E, gender and diversity), lessons learned, and identification/design of new strategies and investments; with outputs shared with public authorities, private-sector actors, and development partners. It will be executed by the IDB at the request of the Government of Haiti, in close coordination with MARNDR (monthly meetings and a designated focal point), funded by OC-SDP resources from W1D and W2A/W2B windows totaling US$300,000 over 24 months, starting on September 1, 2025.
Support for Uruguay’s Productive Transformation Program through Internationalization, Innovation, and Talent
The Technical Cooperation UR-T1343 aims to generate knowledge to support the design and implementation of the loan “Program for the Promotion of Uruguay’s Internationalization” (UR-L1204). It seeks to strengthen internationalization, innovation, and talent attraction through studies, diagnostics, and consultancies providing evidence and best practices adapted to the national context. The initiative promotes the optimization of investment and export processes, human talent development, and the improvement of trade promotion instruments. It is aligned with the IDB Institutional Strategy 2024–2030 and the Country Strategy with Uruguay 2021–2025, prioritizing sustainable productive development. The beneficiary is the Oriental Republic of Uruguay, and the executing agency is the Inter-American Development Bank.
Support for Peru’s Innovation, Science, and Technology Ecosystem
The initiative aims to strengthen institutional capacities for developing new instruments to promote innovation, institutionalize innovation and entrepreneurship policies in various regions of Peru, and generate studies on productivity and innovation. It seeks to diversify financing sources through mixed financing mechanisms and regional trust funds to encourage private investment in innovation. Additionally, it will strengthen regional innovation ecosystems by designing regulatory frameworks and governance models. Finally, the cooperation will promote knowledge generation to support the design and evaluation of innovation public policies.

Public Policy for Young People 2026–2030
The Public Policy for Young People (PPPJ 2026-2030) is the strategic instrument of the State of Costa Rica to advance the effective exercise of the rights of young people throughout the country. Built collectively from the proposals and perspectives of youth, it establishes priority actions and coordinates institutions around autonomy, comprehensive well-being, participation, and equitable access to opportunities for young people. Strategic pillars: 1) Prevention of violence: safe and protective environments for youth; 2) Mental health as a right and collective care; 3) Entrepreneurship: youth-driven momentum for economic transformation; 4) Employment: building inclusive career pathways; 5) Relevant and innovative education for human development; 6) Participation and public services for the inclusion and well-being of youth.
Integrated Rurality Management Strategy “Quito Rural” – Rural Youth
The Integrated Rurality Management Strategy (EGIR) of the Metropolitan District of Quito is a programmatic framework that guides investment, territorial governance, and intersectoral coordination to strengthen sustainable rural development. It includes a specific axis aimed at improving retention and participation of rural youth, addressing gaps in education, employment, cultural identity and migration, and outlining policies to ensure economic and social opportunities for rural young people.
Law 2539 Of 2025: Inclusion Of Rural Youth In The National System Of Agrarian Reform And Rural Development
Law 2539 of 2025 amends Law 160 of 1994 and Decree Law 902 of 2017 to explicitly include rural youth in the National System of Agrarian Reform and Rural Development. The law guarantees and prioritizes their progressive access to land, to productive projects aligned with their life plans, to sustainable rural productive activities, academic and technical training, financing mechanisms and associativity. It also secures their participation in territorial governance bodies, creates a specific budget tracer for rural youth, promotes innovation, the use of ICTs, cultural rootedness and special measures for young people who are victims of armed conflict, thereby contributing to comprehensive rural reform with a territorial, generational and ethnic approach.

Implementation of sustainable agroforestry systems in coffee farms for agricultural frontier closure
This initiative seeks to strengthen sustainable agroforestry productive systems in coffee farms that contribute to the closure of the agricultural frontier for deforestation reduction and income generation for small rural producers. The project includes the establishment of approximately 2,000 hectares of agroforestry systems through planting 500,000 forest trees, strengthening 600 hectares of existing coffee plantations, and strengthening the productive process for environmental impact reduction. A gender-focused agroforestry extension program will be implemented including technical training, commercial plans and voluntary zero deforestation agreements. The initiative will benefit small coffee producers in the departments of Cesar, Magdalena, Santander and Norte de Santander, prioritizing vulnerable populations, indigenous, Afro-Colombian and peasant communities with a minimum of 25% women participation.
Semillas de Portal: Participatory agroforestry restoration for family farming in northern Mato Grosso, Brazil
A project supported by Fundo Amazônia, implemented by local organizations such as IOV (Instituto Ouro Verde), in partnership with peasant associations in northern Mato Grosso and Pará, focusing on agroforestry restoration and native seed management.
